Paytm Payments Bank is being shut down: What happens to UPI, wallet, FASTag and deposits?

Paytm Payments Bank

Paytm Payments Bank Limited (PPBL) is being wound up after the Reserve Bank of India cancelled its banking licence on April 24, 2026. The Delhi High Court appointed an official liquidator in July, moving the bank from licence cancellation to a formal closure process. That sounds as if every service carrying the Paytm name is shutting down, but that is not what has happened.

The Paytm app is operated by One97 Communications, a separate listed company. Paytm UPI now routes transactions through partner banks including Axis Bank, HDFC Bank, State Bank of India and YES Bank. The winding-up order concerns PPBL, not every Paytm service. The practical question is therefore not “Does Paytm work?” but “Which company issued the account, wallet or FASTag I use?”

What the Delhi High Court ordered

According to Reuters’ July 28 report, the Delhi High Court ordered PPBL to be wound up through orders dated July 8 and July 22, 2026. Former State Bank of India executive Girikumar M. Nair was appointed as official liquidator.

The order follows a long regulatory sequence. The RBI stopped PPBL from onboarding new customers in March 2022, imposed wider business restrictions in January 2024 and ultimately cancelled the banking licence on April 24, 2026. The RBI’s current list of banks in India marks Paytm Payments Bank’s licence as cancelled.

One97 Communications disclosed in its Q1 FY27 financial results that PPBL’s shareholders had approved a winding-up resolution. It also said the One97 group had no exposure to PPBL and no material business arrangements with it.

Paytm service status: what customers should do

Service What the winding-up means Recommended action
Paytm UPI linked to another bank Expected to continue through Paytm’s partner-bank UPI model Check that the bank account shown in the app is your regular external bank account; no migration is normally needed
Paytm QR or Soundbox for merchants One97 says merchant payment services continue through partner banks Confirm the settlement bank account and reconcile recent settlements
Mobile recharge and bill payment in the Paytm app These app services are separate from PPBL’s banking licence Continue using them if they work, while checking the payment source before confirming
PPBL savings or current account The bank is in a formal liquidation process Keep statements, KYC records and account details; follow only official liquidator and DICGC instructions
Paytm Wallet issued by PPBL This is a PPBL liability, not the same as using the Paytm app with another bank Check the issuer and balance; preserve records and follow the official claim or withdrawal process
FASTag issued by PPBL The old issuer is being wound up, even though FASTags from other banks can still be recharged through Paytm Replace the PPBL-issued tag if still active and retain proof of any remaining balance
Paytm Money, travel, insurance distribution or other One97 services They are not PPBL deposit accounts Verify the legal entity and regulator named in the product before assuming it is affected

Why Paytm UPI can continue

UPI apps do not need to be banks themselves. They can operate as third-party application providers while partner banks provide the regulated payment-system connection. Paytm shifted to this multi-bank structure after the RBI’s 2024 restrictions on PPBL.

Paytm’s 2026 service update says its UPI service operates with Axis Bank, HDFC Bank, SBI and YES Bank. The company also says QR payments, Soundbox devices, recharges and bill payments remain operational. This is why a customer whose Paytm UPI ID draws money from an HDFC Bank, SBI, ICICI Bank or other external account should not equate PPBL’s liquidation with the disappearance of Paytm UPI.

Still, check the account name shown on the confirmation screen. A working Paytm interface does not change the legal status of an old PPBL account or balance.

What happens to PPBL deposits?

Deposit insurance is the main protection for eligible PPBL depositors. The Deposit Insurance and Credit Guarantee Corporation says eligible deposits are insured for principal and interest together up to ₹5 lakh per depositor per bank. Accounts held in the same right and capacity across branches are aggregated. Accounts held in a genuinely different right or capacity may receive separate treatment.

The ₹5 lakh cover is a ceiling, not an instant app refund. The liquidator prepares the depositor claim list and submits it to DICGC. Customers should follow the instructions issued for PPBL’s liquidation rather than send documents to random phone numbers or social-media accounts. DICGC’s deposit-insurance guide explains the cover, while its liquidator FAQ describes the claims process.

Keep downloaded statements, account and customer IDs, registered mobile-number evidence, KYC documents and any balance screenshots. If your contact information has changed, use only a verified channel published by the liquidator, PPBL, RBI or DICGC to update it. Do not assume that an old Paytm support number is handling liquidation claims.

Wallet and FASTag users need to identify the issuer

A Paytm Wallet balance issued by PPBL is different from paying through the Paytm app with a card or an external bank account. Likewise, a FASTag bought elsewhere may be recharged through Paytm without being a PPBL-issued FASTag.

Open the wallet or FASTag section and look for the issuer name. If it says Paytm Payments Bank, save the customer ID, vehicle registration number where relevant, balance and recent transaction history. If a PPBL FASTag is still fitted to your vehicle, arrange a replacement from another authorised issuer and make sure only one tag remains active for the vehicle. Follow the liquidator’s verified process for any residual amount.

Do not add money merely to test an old PPBL wallet or tag. The earlier RBI restrictions had already stopped fresh credits into several PPBL products, and the licence cancellation and winding-up now make the issuer status decisive.

Checks for Paytm merchants

Merchants using Paytm QR or Soundbox should verify the bank account that receives settlements, not just whether the device announces a payment. Download settlement reports, match them against the external bank statement and confirm that refunds or reversals are being handled correctly.

If a transaction fails but the customer’s money is debited, avoid collecting a second payment without checking the status. Our guide to the RBI refund timeline for failed card payments explains how failed transactions differ from merchant disputes and unauthorised charges.

Watch for fake refund and KYC messages

A bank liquidation creates an obvious scam opportunity. A caller may claim that your Paytm balance will expire unless you install a remote-access app, share an OTP or approve a “refund” collect request. A genuine refund does not require your UPI PIN to receive money.

  • Never disclose an OTP, UPI PIN, card CVV or screen-sharing code.
  • Do not pay a processing fee to “unlock” an insured deposit.
  • Do not install an APK received through WhatsApp, SMS or email.
  • Type official web addresses yourself instead of opening shortened links.
  • Report suspected financial fraud immediately through 1930 and the National Cyber Crime Reporting Portal.

Customer checklist

  1. Identify whether your product was issued by PPBL or by another bank.
  2. Download statements and save proof of the balance and registered details.
  3. For ordinary Paytm UPI, confirm the linked external bank account and run only a small test payment if necessary.
  4. For a PPBL account, wallet or FASTag, follow notices from the official liquidator, RBI, DICGC or verified PPBL channels.
  5. Merchants should reconcile settlements with their receiving-bank statements.
  6. Ignore anyone asking for an OTP, UPI PIN, remote access or advance fee.

The bottom line

Paytm Payments Bank’s winding-up is the closure of a regulated bank, not the automatic shutdown of the Paytm app. UPI linked to external banks and many One97-operated services continue through partner institutions. The products needing attention are those actually issued by PPBL: bank deposits, PPBL wallet balances and PPBL FASTags. Identify the issuer, preserve your records and rely on the official liquidation and deposit-insurance process.
