Apple has released a new OS update, the iOS 9.3.1 for iPhone, iPad and iPod touch devices that is aimed at addressing the issue where OS is hanging up on tapping on hyperlinks in Safari, Mail and messages. The recently announced Phone SE and 9.7-inch iPad Pro come with iOS 9.3 pre installed and for users purchasing these devices it is a must to upgrade to the latest iOS 9.3.1 to fix the issue. The unresponsive behavior is seen in cases when links through Safari, Mail or Messages are clicked and the app or the whole OS is hanging up.

Recently many Sprint users complained of LTE connectivity issues on their iPhones following the iOS 9.3 update and are being forced to use only 3G Data speeds. There is no information about the 4G LTE connectivity issue being fixed in the change log for iOS 9.3.1.
We can expect Sprint to address the issue and the network provider has confirmed that, they are working on a fix. With the latest iOS 9.3.1 update almost all errors arising with the iOS 9,3 update have been addressed.
